Everyone involved in rugby needs to be familiar with the laws of the game. The laws are enforced in all rugby games, at all levels, by the appointed referees to ensure consistency of play, safety and enjoyment of all those involved.

Domestic Safety Laws

Small Blacks Laws
The Small Blacks laws were formulated by the New Zealand Rugby Union as part of the SmallBlacks Development Model for children aged 12 and under. The Small Blacks Development Model has been developed to ensure that there is a consistency of playing, coaching and player welfare at all levels throughout the country.

Law Exam
Laws Exams are primarily for referees to demonstrate a comprehensive knowledge of the laws of rugby, however, all game participants are welcome to sit these exams.
